When Looking At Their Owa Instance, The Shared Calendars Are Not Syncing Between Accounts.
When you share the calendar from owa, it will use the “new sharing model” which might not yet be available on your version of outlook (1805 or above).
Since The Shared Calendar Is Working Fine In Owa, And You Said That You Cannot Open It In Outlook 2013, It Means There Is No Problem On The Server Side.
